Smart city is an important aspect of urban governance innovation. Shan Zhiguang, deputy director of the Information Technology Research Department of the State Information Center, believes that smart city construction currently mainly has "three high and two low" problems. "Three high" refers to the "high investment" in the construction of smart cities, which usually costs billions or even tens of billions of yuan. "High technology", excessive pursuit of the application of new technology; "High risk", no effective profit model and sustainable development mechanism. "Two low" refers to low efficiency and low revenue. The emergence of these problems shows that the construction of smart cities is entering a misunderstanding.
 
 
 
"The original intention of building a smart city is to use modern technology to force the city to effectively adjust some unreasonable order and interests. Through the flow of data, the open sharing of data, and the improvement of business collaboration and intelligent service capacity, the city's management system, governance structure, public service mode and industrial layout are more reasonable, optimized, transparent and efficient." Shan Zhiguang said.
 
Shan Zhiguang believes that the emphasis on building a new smart city should reflect the above connotation. "First of all, there should be a new type of policy mechanism. Without any reform and innovation at the government level, it is just piling up with technology. This is not a real smart city." At the same time, innovation should be made in development models, including technological innovation, management innovation, service model innovation and capital operation innovation, Shan said.
